Tyler Junior College seeks applicants for marketing services to continue successful image and product communication strategies; expand market position; target new audiences; and to promote specific programs, services and courses of study.
Letters of interest will be received at the Purchasing and Central Services Office, Tyler Junior College, 1327 S. Baxter, Tyler, Texas, 75701, 903-510-2420, no later than 2 p.m. on Friday, March 5, 2004. For qualifying criteria, project details, specifications and response form (required), go to www.tjc.edu/notices, or call Fred M. Peters, Director of Marketing & Public Information, at 903-510-2627. The names of all responding vendors shall be made available for public inspection at 2 p.m., Friday, March 5, 2004.
Marketing services may include any or all of the following: image marketing materials; oversight and leadership of overall brand marketing efforts; broadcast quality film production for television and cable advertisements; high-quality radio advertisement production; creative development of written and recorded copy; development of appropriate collateral materials to support marketing efforts; and direct mail initiatives.
Firms selected for interviews with a marketing services selection team will be notified by Friday, March 19, 2004. Unless otherwise arranged, interviews with selected qualifying vendors will be conducted between March 22 and April 2 with committee recommendations being made to the College President no later than Friday, April 16, 2004. The College will work with selected vendors to arrange interview sessions.

REQUEST FOR QUALIFICATIONS-ARCHITECTURAL SERVICES TYLER JUNIOR COLLEGE RFQ# 2004-271
Tyler Junior College is seeking requests for qualifications for architectural services with experience in design and construction of the following: 1. Design and construction of 10,000 square foot (or larger) insulated metal structure(s) that meet ADA accessibility guidelines. This facility will be used as a Band Hall located on the main Tyler Junior College campus. 2. Design and construction of a Varsity Tennis Center that meets ADA accessibility guidelines. This facility will be used for Varsity Tennis practice and competition, Tennis Technology courses, Physical Education courses, and UIL activities on the main Tyler Junior College campus.
Qualification submissions will be received in the Purchasing Office, Tyler Junior College, 1327 S. Baxter, Tyler, Texas until 2:00 PM, March 23, 2004. Responding person(s) or firms shall submit one (1) original and five (5) copies to the above listed location.
RFQ# 2004-271 submissions will be evaluated based on the following criteria: Relevant Design Experience Quality of Design of Past Construction Projects Experience in Interactive Design Process Current Capabilities Relevant Design Experience in Heating, Ventilation, and Air Conditioning Relevant Experience in Acoustical Design Management Procedures and Design Methods Quality and Responsiveness Local Representation
Submissions shall further include the following information: 1. Resumes listing experience of key staff members who would be assigned to these projects 2. Client references including name of organization, name and phone number of contact person, scope of project, and project completion date 3. Disclosure of the name(s) of any employees of the firm, officers, directors, subcontractors or agents who may also be a member of the Board of Trustees, or an employee or agent of Tyler Junior College. Further, all responses must disclose the name(s) of any Tyler Junior College employee(s), or Board of Trustees member, who has directly or indirectly any financial interest(s) in the responding firm. 4. Responding firms are hereby notified that in accordance with Section 44.034 of the Texas Education Code, a person or business entity that enters into a contract with Tyler Junior College, must give advance notice to Tyler Junior College if the person or an owner or an operator of the business entity has been convicted of a felony. Tyler Junior College may terminate a contractual agreement if the College determines that the person or business entity failed to give this notice or misrepresented the information submitted. This requirement does not apply to a publicly held corporation. 5. Each submission is to include a description of the types and amounts of insurance that responding firm will provide to cover errors and omissions.

Request for Proposal: Financial Advisory Services Tyler Junior College RFP # 2004-272
Tyler Junior College (TJC) requests proposals from firms desiring to provide Financial Advisory Services to its Board of Trustees and Tyler Junior College in the issuance and management of its debt with respect to the following projects requiring financing: 1 Planning and construction of residence halls to house approximately 460 students on the campus of Tyler Junior College. It is expected this project will be funded with the issuance of revenue bonds in the amount not to exceed $25,000,000. 2 Planning and construction of a surface parking lot that will provide an additional 421 spaces. It is expected this project will be funded with the issuance of revenue bonds in the amount not to exceed $1,500,000. 3 Refinancing the outstanding Series 1994 Combination Fee Improvement Revenue and
Refunding Bonds. The principal amount of bonds being refunded is $17,030,000. There is no guarantee that the College will issue any revenue bonds for these projects; therefore, responding vendors must understand and agree that the payment of any financial advisor fee or reimbursement of any expense is contingent upon the development, sale and delivery of a bond issue.
Submission of Qualifications All proposals shall be deemed, once submitted, to be the property of the TJC and subject to the Open Records Act, Tex. Rev. Civ. State. Ann., Art. 6252-17a.
